PASO BASIN GSP 5-YEAR PERIODIC EVALUATION

The Sustainable Groundwater Management Act (SGMA) requires periodic evaluation of approved Groundwater Sustainability Plans (GSPs) at least every 5 years. The periodic evaluation represents the Groundwater Sustainability Agencies’ (GSAs’) written assessment of GSP implementation and adaptive management. The Paso Basin GSAs submitted the 5-Year Plan Evaluation to the California Department of Water Resources on January 30, 2025 following a 30-day public comment period that closed in December. Progress Toward Sustainability

​The implementation of the GSP to date, in tandem with higher-than-average rainfall over the past two years, has been effective in preventing further declines in groundwater levels and, by extension, reduction of groundwater in storage. These activities, in addition to planned Projects and Management Actions indicate progress toward achieving sustainability in the first 5-year period of SGMA implementation.
